   How can linear signal prediction allow speech signals to be transmitted in fewer bits?

Some examples of applications:

   While the number of cell phone users has increased in recent years, there is limited bandwidth allocated for cellular phone use. There needs to be a way to squeeze more conversations into the same amount of frequency space, and compression with linear prediction can help. How can linear signal prediction allow speech signals to be transmitted in fewer bits, taking up less band width?

   Some people have started using voice-over IP for long distance conversations. Due to the distance and amount of traffic over the internet, sending large signals would be slow and cause an annoying lag. How can linear prediction decrease the bit rate to help eliminate the delay without losing voice quality?

   How can submarines use low-bandwidth transmissions to send information successfully through a water medium?
